MINUTES

CALL TO ORDER

Meeting was called to order by Chairman Art Casanova at 6:15 p.m.


ARNA CHAIR ROTATION

Motion to nominate Jim Gilchrist as the next ARNA Chair and Arthur Goldberg as Vice Chair by Dennis Cain. Seconded by Ruth Henessian. Motion was unanimous. Announcement will be made at our ARNA Conference on September 25th.


ARNA CONFERENCE; THURSDAY, SEPTEMBER 25th

Dennis Cain provided a list of questions that the sub-committee has been working on to date. The questions focus on transportation, school funding, open-park and spaces, and general taxation and funding issues. David L’Heureux will forward some questions on the ‘social’ front to the sub-committee. The general format of the questions will be forwarded to the District 17 Team. Dennis Cain is preparing a text that will go out one last time to all the HOA/Civic leaders soliciting questions for the Conference. Nice work by this committee!

Telly Whitfield shared copies of the ARNA invitation letters that went out to the District 17 Team, Congressman Van Hollen, and Councilman Phil Andrews; District 3. In addition to the District 17 Team that has responded, Council Member Phil Andrews will be in attendance. Congressman Chris Van Hollen plans to send a representative in the event he cannot attend. Telly also shared that all candidates seeking office for Mayor and Council, as requested by ARNA, will also receive an invitation that will be mailed on September 7th. Mr. Whitfield then displayed a map that depicts the HOA/Civic groups in Rockville with the ARNA logo. Other materials will also be available during the conference.

Arthur Goldberg provided an update on press coverage indicating the Gazette, Washington Post, and Frederick Journal had been contacted. The Gazette has confirmed.

The ARNA Steering Committee requested that the September Conference be televised on the Rockville Channel. Telly Whitfield will follow-up with this request and logistics of this request.

Art Casanova highlighted the steps and order of events for the September Conference including the ‘Meet and Greet’, Mayor’s Welcome, Highlights of Annapolis by Delegates, ARNA Panel Questions, and One-on-One with Annapolis Representatives. Other components of the program including set-up of tables and audio equipment were also discussed.


CITY INFORMATION

Telly Whitfield discussed upcoming events and activities in Rockville:

  1. Rockville University-Fall 2003 session begins Sept.18
  2. ‘Neighborhood Network Series’ Oct. 11
  3. Neighborhood Matching Grants
  4. Walking Town Meetings with City Staff

ARNA AWARDS PROGRAM

ARNA is in the early stages of studying the possibility of giving an annual ARNA award. Ruth Hanessian will follow-up with additional ideas and information regarding possible criteria and guidelines for this concept at our October ARNA Steering Committee Meeting.

BY-LAWS DISCUSSION:

David L’Heureux introduced the idea of forming a committee to review the By-Laws. The committee tabled this idea at this time.


ARNA WEB SITE

David Hill volunteered to set-up the ARNA web site on the Rocknet Server. ARNA is extremely appreciative of David stepping forward to facilitate this project. Thanks Dave.

ADJOURNMENT

The motion to adjourn the meeting was made by Dennis Cain. Motion was unanimous. Meeting Adjourned at 8:10 p.m.

NEXT MEETING: ARNA CONFERENCE
