Refuse Collection Hungerford was one of two neighborhoods to experience a Pilot Project of new semi-automated trash service in the City. Actual pilot service started in the spring of 2006. Major markers for users in this service included using new refuse and recycling carts, single pick-up per week, co-mingled recycling, and curb-side only pick-up for able users. After working out container size issues, this service was rapidly embraced by Hungerford residents as a superior refuse service based on practical experience with it. Survey documentation of this consensus user experience was established. Plus, the service change has potential to reduce long-term costs, be more environmentally benign, encourage recycling, and reduce worker injuries. Notwithstanding the apparently successful Pilot experience here in Hungerford, and while local politicians decided to embrace most of the service changes, they also retained twice-weekly refuse pick-up (practically the most expensive of available options). While the City Mayor and Council for the 2006-2007 term voted to return the neighborhood to twice-weekly service for the fall of 2007, neighborhood residents continued mostly relying on a single refuse pick-up per week. This being noted, and with the refuse service as an issue in the City election, a newly seated Mayor and Council (for the 2008-2009 term), reversed the prior twice weekly pick-up decision. So the neighborhood returned to the Pilot type refuse service as of January 28th, 2008. Presumably, the remainder of the City will switch to this type of service in stages and Hungerford will remain with the service it prefers and the advantages (cost, environment, effectiveness) contained. The Ordinance, which is Chapter 25 of the City Code, was last updated in 1975. In those past 30 years, many new zoning concepts such as floating zones, performance zoning, form-based codes, and the entire concept of the New Urbanism have reshaped the urban planning field. The City’s code needs to be revised to reflect and incorporate these 21st Century concepts appropriate for a city that is maturing towards full development. Click here for more information. |
