The Westlake Office Building plan includes a ten story structure enclosing 281,000 sq. ft. of office space and a 3,500 sq. ft. health club. The site lies at the SE corner of the intersection of Wootton Pkwy. and Tower Oaks Blvd, including frontage on both roads. The main vehicular entrance is from Tower Oaks Blvd., with a secondary right-in/right-out only entrance on Wootton Pkwy. Other than frontage on these two roads, the site is bounded by the Tower Oaks Stream Valley park (flood plain/preserve area along Cabin John Creek) to the east and the existing Boston Properties office building site to the south. The main parking structure lies to the south of the building and at lower grade. Surface parking in front of the building, at a lower grade than the abutting roadway, will also be utilized. A storm water marsh will be created along the southern edge of the site to handle run-off from this site, the South Gateway site and background conditions from I-270. The design is the first certified as a "green" building in the State due to placement and landscape features, energy efficiency and recycled material content. The design also meets current GSA requirements.
In original Tower Oaks Comprehensive Planned Development approval, this site (Area 4) was designated for a hotel, health club and more limited office space. However, the owner Tower-Dawson LLC, is now choosing to develop this portion as primarily office space due to market and economic conditions in the area. This does require a conversion of approved density and traffic capacity between the original mostly hotel usage and the present mostly office proposal. The developers have presented such conversion that they propose are a conservatively even exchange. Therefore, the planning application is consider a fulfillment of the prior CPD approval, not a new site proposal.
