I have worked hard to deliver on the commitments that I made during the
2001 election.
Most significantly, we are now poised to move the revitalization of
Rockville's town center substantially forward. I have also worked
to bring a change in philosophy regarding growth and development to
city government - the priority now is protecting and enhancing
residents' quality of life. Meaningful progress has also been
made on a number of other important issues.
Overall, my focus has been to provide the kind of thoughtful, energetic
and effective leadership that Rockville needs right now. I look
forward to the opportunity to continue to work with you and to build on
the accomplishments of the last two years.

I am running for Mayor because, like many of you, I am
uneasy about the future of Rockville. I care for people and I
care for Rockville.
Rockville has been my home for thirty-seven
years. I am a proven administrator and manager, retiring as
Senior Chief Administrative Officer for Montgomery County after 36
years of service. I want Rockville to be family and neighborhood
friendly and open and responsive to citizens. We need a Mayor who
respects Rockville’s history and values, not the current arrogance of
power, abuse of citizens, destruction of small business and excessive
use of the awesome power of eminent domain and condemnation of private
property and people’s dreams.
I plan to use all my experience and skill to keep
Rockville, Rockville.

Obviously, candidates for public office feel they can make a positive
difference in the lives of their constituents. Each of the candidates
for office have intentions of making life in Rockville more wonderful
than it has been.
A valuable contribution to the people of Rockville would be steadfast
representation at various levels outside of Rockville. Rockville needs
representatives who can work with other regional leaders deciding our
mutual concerns and resource sharing. Rockville needs leaders who can
negotiate constructively with the county leaders, the delegates in
Annapolis, our federal leaders, neighboring jurisdictions and can deal
constructively with the business community.
No one can do it alone. I'm running for office in this Rockville
election because it requires working with others.

I am seeking re-election to continue our shared efforts to
improve Rockville’s quality of life. I’ve worked hard to be an
effective leader, lifesaver, and listener, and to ensure that our
government is open, responsive, honest, and excellent. In my
first term, I authored landmark legislation to require fire sprinklers
in all new homes – making Rockville a leader in the nation. I
supported 100 new pedestrian improvements, which reduced pedestrian
incidents by nearly 40 percent, backed a Master Plan that preserves the
quality, character, and heritage of our neighborhoods, and advocated
improved street lighting, new sidewalks, and traffic mitigation in
neighborhoods.
There is more we can do together, and I ask for your vote to help
me continue our efforts.

As a member of the Rockville Council I am proud of:
● Chairing the Rockville Art in Private Development Task Force,
● Creation of Green Building Recognition Award for environmentally
sustainable buildings,
● My plan for Rockville’s Downtown Shuttle to connect neighborhoods to
Town Center and Metro,
● Recommending the Alliance of Rockville Neighborhood Associations,
● Refusing a pay increase,
But my
work is not done. I pledge to:
● Make Town Center a reality,
●Champion the Arts in our City,
●Continue to protect and strengthen neighborhoods,
●Improve pedestrian safety,
●Mitigate traffic impacts and encourage transit use,
●Continue high level City services,
●Continue fiscal responsibility.
I seek your support on
November 4.

Elect Phyllis Marcuccio. I am a clear choice for the citizen’s voice on
the City Council. Rockville—a City of neighborhoods--is my hometown.
It is where I went to school, and where I now vote and pay taxes. I am
committed to keeping Rockville prosperous, secure, and a great place to
live. My outstanding record of service to the community includes my
innovative, energetic Presidency of the East Rockville Civic
Association.
I championed a creative revitalizing effort apparent in our new
Neighborhood Master Plan that has given a new respect and image to our
part of town. Leadership, innovation, commitment, and competence are
qualities I bring to the office along with executive experience and a
distinguished career in science education.

I am running for City Council because I want to bring solid leadership
back to our community, reclaim our heritage, and restore Rockville to
its rightful place as the shining star of Montgomery County.
As part of my "Families First" approach, I will
focus every decision of government on maximizing the quality of life
for Rockville families, from economic development, to traffic safety
and crime prevention measures, to new construction and the environment.
Rockville is a great place to live, work, and play, but I know we can
do better. Let us work together to build an even better
community, where people are united in a common cause, where
opportunities are limitless, and the promises of tomorrow are realized
today.

I am seeking re-election on November 4 for a third term as your
Councilwoman, because I want to continue working for all of Rockville's
residents to keep Rockville's special hometown identity. I have a
record of leadership in the City and have been a strong and consistent
voice in preserving the quality of life of our neighborhoods. My
priorities will remain providing excellent city services, promoting
pedestrian safety, controlling excessive growth and traffic congestion,
and preserving and enhancing Rockville's special neighborhoods.
During the next two years I will also work vigorously to ensure that
our revitalized Town Center will become a people friendly, active and
safe focal point for our great City. Serving you continues to be
a privilege.
